Intro

The first open Call for Proposals of the Hungary-Slovakia-Romania-Ukraine European Neighbourhood Instrument Cross-border Cooperation Programme 2014-2020 has been launched on 15 February 2017 by the Hungarian Prime Minister’s Office acting as the Managing Authority (MA) of the Programme, the Slovak Ministry of Agriculture and Rural Development, the Romanian Ministry of Regional Development and Public Administration and the Ministry of Economic Development and Trade of Ukraine acting as the National Authorities (NAs) in the Programme.

Content

The indicative allocation of the first Call for Proposals is 22 million EUR, available for four different Priorities of the Programme as follows:

  • Priority 6.1: Sustainable use of the environment in the cross border area - preservation of natural resources, actions to reduce GHG emission and pollution of rivers
  • Priority 7.1: Development of transport infrastructure to improve the mobility of persons and goods
  • Priority 7.2: Development of ICT infrastructure and information sharing
  • Priority 8.1: Support to joint activities for the prevention of natural and man-made disasters as well as joint action during emergency situations

The first Call for Proposals is opened specifically for Large Infrastructure Projects where the budget share of at least 2.5 million EUR shall be allocated to acquisition of infrastructure with the conditions set by the Programme.

The first Call for Proposals is opened until 15 November 2017 at 2 p.m. (14.00 CET), which is the deadline for submission of the project proposals to the one-round Call.

The language of the first Call for Proposals is English, being the official working language of the Programme.

Corrigendum №1 

A. In order to support the applicants’ efforts to finance the elaboration of documentation related to infrastructure components and to adapt to different national requirements for the elaboration of technical documentation for infrastructure components projects, a grant may be awarded retroactively to cover such costs. However, these costs can be considered eligible for financing if they have been incurred between the launching of the first call for proposals (the 15th of February 2017) and prior to the date of the signing of the grant contract, if the project is to be selected. The signing of the grant contract is dependent upon the availability of the documentation for the infrastructure components as well on the availability of the building permit (if applicable).

B. In order to ensure better coherence between the eligibility criteria of having the operation of at least two years counted from the day of submission of the application and the proof that needs to be submitted, namely the copy of the Lead Applicants and Applicants approved and audited annual accounts for the last two financially closed years, a correction will be introduced. 

C. In order to correct a material error, ensure better flexibility and avoid as much as possible the risks of rejections of applications due to human errors, a completion phase has been introduced in the application process.
