The project focuses on the solution of two key problems in the target area - flood and inland waters prevention.
The project falls into the common challenges in the field of safety and security Programme priority area with a main objective to strengthen transboundary flood risk prevention and water management in the common Batar melioration system. The project territory suffered catastrophic flooding in 1998, 2001 causing overflow of the dike and dike breaches which led to inundation of settlements/territories on Ukrainian and Hungarian sides. Surplus of inland water led to inundation of large territories (1999, 2006, 2010). To avoid such situations it is necessary to carry out flood and inland waters prevention infrastructure activities at the target territory.
Catchment area does not end at the border, the risks and damages are common and should be managed jointly. The project is directed to fulfil the EU Flood Directive, bilateral and national legislations.
The main project outputs are the reconstructed strategic objects that have common interest and function as transboundary flood protection system. As result the flood risk will be decreased, since a 100- year flood dike will protect the settlements on the both sides of the border. Also it will support the adaptation to climate changes in the field of safety in conditions of more frequent and intensive floods.
Without cross-border cooperation and joint management of water resources within Batar amelioration system the effective flood mitigation measures will not have a success. Additional benefit of cross-border cooperation in this project is experience transfer from EU to non-EU members. The new technologies of dike crest covering will be applied at both sides and up-to-date local flood protection centres will be established. The project foresees the interrelation of the flood protection activities and increase of population awareness on environmental issues, and educational activities with youth.
